HR Manager

ThinkMarkets is looking for an energetic and pro-active HR Manager/ Senior Talent Manager to join our HR and Recruitment division in Bulgaria. As the HR Manager you will be accountable for all People related topics in your region (c. 30-40 people). In this role, you will deliver operational HR services, take an active part in full life cycle of the local recruitment efforts, pro-actively identify process efficiencies and people issues, support line managers, maintain HR systems and provide management information. This is a HR Generalist hands on role with an emphasis on Resourcing and Staffing, Employee Relations, Training & Development and Performance and Reward.

We are looking for a confident individual with a 'can do' and resilient attitude who has a solid grounding in all aspects of HR. You will be an excellent communicator who is confident influencing senior stakeholders.

The ideal candidate will have a solid generalist background as well as hands-on experience in recruitment across variety of roles, including technical. You will have an up to date knowledge of HR best practices, culture change and the local employment law.
 
Responsibilities:
 
  • Partner with departmental managers to define roles and develop detailed profiles of target candidates with data-driven advice on the range of logical possibilities;
  • Build compelling job descriptions to attract qualified candidates;
  • Design and implement recruitment and selection programs for a variety of positions. This includes understanding and mapping the talent landscape of internal calibration and referrals and matching those data points with the external talent supply;
  • Identify trends and leverage knowledge, data and competitive intelligence to develop creative, customized sourcing strategies, and to ensure a high-touch candidate experience;
  • Source and screen candidates for multiple job openings simultaneously;
  • Conduct first round interviews to determine candidates’ suitability and manage candidates through the entire recruitment process;
  • Maintain applicant tracking data and report on hiring results and recruitment metrics;
  • Develop individualised career pathways for our staff - based around competency frameworks;
  • Track and present pipeline updates, recruiting progress reports, and headcount plans to the hiring managers and leadership teams;
  • Oversee the performance appraisal programme, ongoing development of competency assessment frameworks and talent management;
  • Design, implement and review HR policies and procedures as required by the business and relevant legislation, including employee handbooks and employee contracts;
  • Manage disciplinary, grievance and dismissal processes;
  • Ensure a phenomenal employee experience from start-to-finish;
  • Ensure that the local HR processes are in full compliance with the global HR framework;
  • Be critical to building and maintaining ThinkMarkets’ culture as we grow.
 
Desired Skills and Experience:
 
  • Minimum of 5 years of experience as a HR manager / Senior Talent Manager in an international and multi-country context; including 3+ years of experience in hands-on recruitment;
  • Sound academic record, evidenced by a Bachelor’s degree, or higher;
  • Strong knowledge of the Bulgarian labour law and regulations;
  • Experience as a people manager;
  • Pro-active, data-driven, uses initiative, able to multi-task and prioritise, without close supervision;
  • Demonstrable success of building and managing robust talent pipeline;
  • Consistent track record sourcing, recruiting, and closing extraordinary talent for senior level roles;
  • Demonstrable success of maintaining high performing teams and extraordinary retention rates;
  • You are structured, focused on details and able to report accurately and timely to your management;
  • Solution focused and flexible, able to cope well with change and with unfamiliar tasks/ uncertain processes;
  • Ability to remain discreet and maintain confidentiality on a wide variety of issues;
  • Able to manage and deal with conflicts;
  • Excellent communication skills (both written and oral), and the ability to engage with all levels of the business;
  • Advanced professional fluency in English (written and spoken);
  • Experience and proficiency with Applicant Tracking Systems.

The contract will be under the entity of Think Capital Services Limited EOOD (ThinkMarkets' subsidiary company in Bulgaria).
